UPDATE: Thanks to USARK we have learned that this ‘ban’ has been in effect since 1977! Here is the legislation

“1200-14-01-.36 SALE OF TURTLES PROHIBITED. 

It shall be unlawful for a person to sell, barter, exchange or otherwise transfer any turtle as a pet; or to
import or cause to be imported any type of turtle in the State of Tennessee for such purposes.

Original rule certified June 7, 1974. Repeal and new rule filed March 31, 1977; effective May 2, 1977.”
